The Kogi State Signage and Advertisement Agency (KOSSAA), the statutory body mandated to regulate outdoor signage and mobile advertisement in Kogi State, has engaged Sanity Multi-Efforts Limited as Technical Partner for the statewide implementation and enforcement of the Inscribed and Branded Vehicle Signage Programme.
The General Manager of KOSSAA, Mr. Osaseyi Richard, disclosed this in Lokoja on Wednesday while announcing inter-agency collaboration with the Vehicle Inspection Service (VIS/VIO), Kogi State Traffic Management Authority (KOTRAMA), and the Federal Road Safety Corps (FRSC), Kogi State Sector Command, to ensure lawful, coordinated, and hitch-free compliance across the state.
LEGAL FRAMEWORK FOR THE EXERCISE:
According to KOSSAA, the exercise is anchored on three legal pillars:
1. The Kogi State Signage and Advertisement Agency Law, which empowers KOSSAA as the sole regulator of all forms of mobile and vehicular advertisements within the state;
2. The Kogi State Ministry of Transport Laws, which vest in VIO and KOTRAMA the powers to apprehend, inspect, and charge vehicles operating without valid permits or licences;
3. The Joint Revenue Board (JRB) Communiqué of December 9–10, 2025, ratified in April 2026, which banned roadblocks and highway sticker sales nationwide, mandating that all revenue collections be conducted through government-approved offices and cashless channels only.
FRSC STATUTORY ROLE:
In addition, Section 10(3)(r) of the Federal Road Safety Commission (Establishment) Act, 2007 empowers the FRSC to assist in ensuring that vehicles comply with all laws relating to road transportation, including signage and mobile advertisement regulations. FRSC Kogi Sector Command will therefore participate in joint operations to verify compliance during routine highway patrols and at designated checkpoints.
TECHNICAL PARTNER:
Sanity Multi-Efforts Limited, led by Prince Dan. Olaitan Dada, Managing Director, has been formally introduced to all enforcement agencies as KOSSAA’s duly appointed Technical Partner for this exercise. The company will work jointly with VIO, KOTRAMA, and FRSC to verify compliance with approved signage standards and the possession of valid KOSSAA permits/licences during routine checks.

WHAT MOTORISTS SHOULD KNOW:
1. All inscribed or branded vehicles operating in Kogi State must carry a valid permit/licence issued by KOSSAA.
2. Unauthorised adverts on motorcycles, tricycles, taxis, buses, trucks, and other commercial or private vehicles are illegal and will attract penalties, impoundment, and prosecution.
3. No roadblocks: In compliance with the JRB directive, enforcement will be conducted through joint inter-agency operations at government-approved points only, not through tout-style highway interceptions.
4. How to comply: Vehicle owners and companies should visit KOSSAA’s designated offices in Lokoja, KOSSAA desks at Local Government Councils, or the Technical Partner’s office at Former Chuks Plaza, Opposite Moremi Restaurant, Lokoja, and other approved centres to regularize their branded/inscribed vehicle permits/licences.

Speaking on the mandate, Prince Dan. Olaitan Dada, Managing Director, Sanity Multi-Efforts Limited, said: “Our job is implementation, not extortion. We are here to help government and motorists.
“If your branded or inscribed vehicle is lawful, you have nothing to fear. If it is not, KOSSAA’s offices are open for you to comply. Kogi roads must be free, and our adverts must be legal.”
KOSSAA, Sanity Multi-Efforts Limited, VIO, KOTRAMA, and FRSC will hold a technical harmonization meeting to agree on standard operating procedures before full statewide rollout.
