FIFA has officially announced a series of major rule changes for the 2026 World Cup, which will be co-hosted by the United States, Canada, and Mexico.

The governing body confirmed new regulations on Thursday across several key areas of the game, including substitutions, restarts, and officiating, all aimed at reducing time-wasting and increasing “ball-in-play” time.

Quick Substitutions
To stop players from slowly walking off the field to waste time, a strict 10-second limit has been introduced. Under this rule, “When a player is taken off, he has 10 seconds to leave the pitch. If they take longer, their replacement will have to wait one minute before entering, leaving his team with one fewer player.”

Throw-ins and Goal Kicks
A new countdown principle will now apply to restarts. “Once a throw-in or goal kick takes place, a 5-second timer will be applied. If the player takes longer than 5 seconds, it will result in loss of possession.” In the case of a goal kick, a delay will result in the opposing team being awarded a corner kick.

Medical Attention
FIFA is cracking down on “tactical” injuries intended to disrupt the match’s flow. The new regulation states that “A player receiving medical attention on the field MUST LEAVE and WAIT one minute before returning on the pitch, unless the injury was caused by a foul sanctioned with a card.”

VAR Expansion
The Video Assistant Referee (VAR) system is gaining more authority to correct clear errors. “VAR will now be able to review second yellow cards that have lead to a red, as well as incorrectly awarded corner kicks.” It can also intervene in cases of mistaken identity.

Captains and Referees
To improve player behavior and prevent officials from being mobbed, new restrictions are in place regarding communication with the referee. “Only the captain is allowed to request explanations from the referee, if the rest of the players talk to the referee surround the referee, they will be given a yellow card.”
