The Nigerian Communications Commission (NCC) has called on industry stakeholders and the general public to submit written inputs as part of the ongoing review of the National Telecommunications Policy (NTP) 2000.

According to the Commission, the consultation paper for the policy review has been published on its official website.
Interested stakeholders are expected to forward their submissions on or before Friday, March 20, 2026, addressed to the Executive Vice Chairman/Chief Executive Officer of the Commission or via the dedicated email: stakeholders@ncc.gov.ng.
The consultation is being conducted in line with the provisions of Section 24 (1) of the Nigerian Communications Act (NCA) 2003, which mandates a public consultative process prior to the formulation or review of policies in the Nigerian communications sector, Ukoha said.
She noted that this marks the first stage of a broader public engagement process to guide the review of the subsisting NTP 2000.
The policy review follows the inauguration of a Ministerial Steering Committee (MSC) and a Ministerial Technical Committee (MTC) by the Minister of Communications, Innovation and Digital Economy, Bosun Tijani, to commence the revision process.
Section 24 (1) of the NCA 2003 provides that:
“Prior to the formulation or review of the general policy for the Nigerian communications sector, the Minister shall cause the Commission on his behalf to first carry out a public consultative process on the proposed policy formulation or modification,”NCC said.
The review is also aligned with the Minister’s Strategic Blueprint, Accelerating Our Collective Prosperity through Technical Efficiency, which prioritises critical areas such as spectrum management, universal access, broadband penetration, net neutrality and Quality of Service (QoS).
According to the Executive Vice Chairman/CEO of NCC, Aminu Maida, the consultation process will culminate in the development of the first draft of the NTP 2026, which will replace the existing NTP 2000 after 25 years of implementation.
The draft will subsequently undergo further stakeholder engagements before being subjected to statutory approval and validation processes.
Maida noted that the NTP 2000 has played a transformative role in Nigeria’s telecoms landscape, growing the sector from about 500,000 telephone lines to nearly 180 million active mobile connections as of December 2026.
However, he said the revised policy aims to address emerging challenges, particularly the rising demand for data services and their associated externalities.
“This is a first step in the consultation process, and there will be additional layers of engagement to ensure that the final draft reflects diverse expertise and feedback from across the sector,” Maida said.
He urged stakeholders to take advantage of the opportunity to contribute to shaping the future of Nigeria’s communications industry.
The NTP 2,000 marked a significant shift from earlier policies, particularly the 1998 Policy, by promoting liberalisation, modernisation and competition in Nigeria’s then nascent democratic era. It laid the groundwork for market deregulation, the expansion of mobile telephony and the eventual enactment of the NCA 2003.
The ongoing review is anchored on 15 key policy proposals covering regulatory sustainability, emerging technologies, national security and other critical issues.
The expected feedback from stakeholders will guide the amendment of the NTP in line with the objectives of the NCA 2003.
