The Nigerian Communications Commission (NCC) has released its Fourth Quarter (Q4) 2025 Market Data and Industry Performance Reports, revealing steady and measurable improvements in network quality across the country.
The Executive Vice-Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, said the reports show “clear and sustained improvements in network performance,” particularly in median download speeds across both urban and rural areas when compared with the previous quarter.
According to the Commission, the publication of the reports underscores its commitment to transparent, data-driven regulation and the continuous enhancement of Nigeria’s digital ecosystem.
The independent reports were developed in collaboration with Ookla, a global leader in network intelligence and performance measurement.
In a statement posted on its corporate website, the NCC explained that the Network Performance Reports form part of its Quality of Service (QoS) and Quality of Experience (QoE) Crowdsourcing Project,an initiative designed to provide unbiased insights into network performance, coverage and service quality across operators, states and regions nationwide.
Speaking on the release, Dr. Maida said the collaboration with Ookla enables the Commission to capture real-world network performance and the lived digital experience of Nigerians in cities, rural communities, highways and emerging 5G areas.
“These reports allow us to track progress, identify gaps and guide targeted regulatory interventions,” he said, adding that such interventions span spectrum optimisation, infrastructure upgrades, QoS enforcement and the expansion of rural connectivity.
He noted that the Q4 2025 data reflects notable progress, including a narrowing of the video Quality of Experience gap between urban and rural areas, as well as continued strengthening of the country’s 4G backbone.
However, the NCC boss acknowledged persisting challenges within the sector, including gaps in 5G deployment and disparities in upload speeds.
He assured stakeholders that the Commission is working closely with network operators to address these issues, particularly in underserved and unserved areas.
Dr. Maida also disclosed that over $1 billion in industry investments in the past year led to the deployment of more than 2,850 new telecom sites nationwide, significantly boosting coverage and network capacity.
“Much of the progress reflected in the Q4 2025 reports is a direct outcome of these investments,” he said, adding that operators have committed to exceeding their 2025 investment levels in 2026.
He reaffirmed the NCC’s resolve to translate the insights from the reports into improved service quality, better connectivity for consumers and a more inclusive digital future for all Nigerians.
