The Nigerian Communications Commission, NCC,as the independent regulatory authority for the communications industry in Nigeria, has expressed commitment to promoting an efficient, accessible and competitive telecom industry.
The Executive Chairman/CEO of NCC, DR. AMINU MAIDAĀ stated this in his opening remarks at the public inquiry on three regulatory instruments held at The Conference Hall of the Commission Headquarters, Abuja on Tuesday.
According to the NCC boss, the public inquiry being conducted represents a testament to the Commissionās dedication to transparency and inclusivity, adding that the move ensured that the voices of all stakeholders were heard and considered.
He said:”These regulatory instruments play a vital role in shaping our communications landscape and it is essential that we visit and refine them to address emerging challenges, trends and opportunities.
“The instruments that we considered during the course of this public inquiry are vital in ensuring the communications sector meets the demand of the ever-evolving digital age.
“As we all know, interconnection plays a vital role in enabling seamless communication between two different networks, and facilitating the growth of the communication industry in Nigeria.”
Dr.Maida said that the review remain crucial to keep pace with technological advancement, foster competition, protect consumer interest, align with international standards and improve regulatory efficiency in the industry.
He continued:”As the industry continues to evolve the main instances where disconnection of operators becomes necessary,these guidelines lay out the procedural framework through which such approvals are granted, ensuring that they are carried out in a transparent and accountable manner.
“In fact, it is indisputable in any transaction and having a robust framework to resolve them is crucial, and these guidelines aim to provide a clear and transparent mechanism for resolving conflicts within the communications sector promoting timely resolutions and ensuring that stakeholders are treated fairly.”
Dr.Maida,who welcomed participants to the occasion, reminded them that their “participations,valuable contributions and feedback are vital in shaping a path forward that benefits all of us.”
The NCC boss, who delved into details of the regulatory instruments concerned,said that as disputes arise, effort must be made to evaluate and improve the guidelines to ensure they remain effective in resolving conflicts and promoting a stable telecommunications ecosystem.
He, therefore urged participants to engage in meaningful and constructive discussions that would reflect the current needs and challenges of the Nigerian communications industry.
Dr.Maida expressed optimism that various inputs by participants at the occasion would be invaluable in shaping the future of the Nigerian telecommunications sector.
“Together we can create an environment that inspires innovation, encourages fair competition and ultimately serves the best interest of all stakeholders,”he stressed.
In her address of welcome,,theĀ Acting Head,Legal & Regulatory Services of the Commission, MRS. CHIZUA WHYTE, said the Public Inquiry is a vital part of the Nigerian Communications Commission (NCC’s) mandate to create a dynamic communications sector.
“The Nigerian Communications Act 2003 empowers us to develop and amend regulatory instruments, and your input today is crucial in refining these regulations to address the sector’s evolving challenges.
She said the occasion aimed at reviewing three key regulatory instruments:
“The FirstĀ is theĀ Telecommunications Networks Interconnect Regulations.Ā The proposed amendments aim to enhance compliance, provide a comprehensive interconnection framework, and improve monitoring systems.
“Interconnection fosters service delivery and market cohesion, ensuring operators have fair and non- discriminatory access.
“The SecondĀ is theĀ Guidelines on Procedure for Granting Approval to Disconnect
Telecommunications Operators.Ā This framework ensures fairness, transparency, and certainty in disconnection procedures, protecting operators from unjustified disconnections and ensuring contractual obligations are honoured. This review will bolster investor confidence and promote healthy competition.
“The thirdĀ is theĀ Guidelines for Dispute Resolution.Ā In line with section 73 of the act, effective dispute resolution is essential for resolving issues efficiently and fairly.”
According to her,the updated guidelines aim to streamline the process, save time, reduce costs, and minimize service disruptions, particularly for small claims, adding it would alsoenhance stakeholder confidence in the resolution process.
The acting head said that as the communications industry evolved with emerging technologies, NCC regulatory instruments must adapt swiftly.
She expressed delight that the Commission’s collaborative efforts with stakeholders had driven significant advancements,adding that it would continue to propel the sector forward.Ā
