The Nigerian Communications Commission (NCC) has emerged among the top three Ministries, Departments and Agencies (MDAs) with the best website performance in 2025, according to a ranking released by the Bureau of Public Service Reforms (BPSR).
Our Correspondent gathered that the recognition comes barely three weeks after the telecom regulator was also listed among the top five best-performing federal agencies by the Presidential Enabling Business Environment Council (PEBEC).
This development, telecommunications experts said has further underscored NCCâs sustained investment in technology to deliver efficient and seamless services to stakeholders.
In the BPSR 2024/2025 scorecard, which assessed the websites of 235 MDAs, NCC clinched second position, behind Galaxy Backbone Limited, while the Nigeria Export Promotion Council (NEPC) placed third.
The assessment was based on 14 key criteria, including compliance with the .gov.ng domain, aesthetics, relevance of content to organisational mandates, structure, responsiveness across devices, security, page load speed, ease of navigation, uptime, functionality, interactivity, accessibility and capacity building.
The rankings were unveiled at the Federal Ministry of Finance Auditorium in Abuja on December 22, 2025, while the awards were formally presented at the BPSR office the following day.
The honour aligns with the objectives of Nigeriaâs National e-Government Masterplan and highlights NCCâs world-class website as a critical platform for enhancing citizen-focused service delivery.
Receiving the award on behalf of the Executive Vice Chairman of NCC, Dr. Aminu Maida, the Executive Commissioner for Technical Services, Mr. Abraham Oshadami, expressed appreciation to BPSR.
He described the recognition as âvital encouragement to excel as a public service leader,leveraging digital platforms such as our website to serve stakeholders and advance the Federal Governmentâs Ease of Doing Business agenda.â
Contributing,BPSR Director-General, Mr. Dasuki Arabi, commended the top three agencies for their proactive efforts in developing compliant, high-performing websites that support efficient government service delivery.
According to him, the 2024/2025 MDA website ranking reflects a collective commitment by federal public institutions to transparency, accountability and openness in governance, as well as alignment with global best practices in service delivery.
Arabi noted that the scorecard exercise was introduced about six years ago, adding that more public institutions have demonstrated readiness to embrace reforms and align with the policy direction of the current administrationâs Renewed Hope agenda.
According to him,the exercise is aimed at improving governance and enhancing service delivery, as championed by President Bola Ahmed Tinubu.
He added that the imperative to harness and deploy technology for public service delivery has intensified since the COVID-19 pandemic, which disrupted socio-economic systems globally and accelerated the demand for competitiveness, cost-effectiveness and agile governance.
âAs the engine room of governance, the public service must effectively discharge its statutory responsibilities by deploying technological innovations and standardised websites to operate services and meet citizensâ needs,â he said.
Arabi explained that the scorecard exercise is part of BPSRâs broader reform mandate, which includes conducting research on reform implementation and showcasing best-practice models across the public service.
The initiative, he said, is also designed to improve access to government information, facilitate seamless financial transactions, curb corruption and cyber theft, and enhance access to government services.
Speaking on the rigour of the process that produced the top three MDAs, the Director-General disclosed that members of the scorecard jury, drawn from inter-ministerial agencies, worked intensively over several weeks to evaluate selected MDA websites against stringent criteria.
He added that the outcomes were subjected to a quality assurance mechanism to validate the final results.
