OPEN LETTER TO HIS EXCELLENCY, RT HON SHERIFF OBOREVWORI, EXECUTIVE GOVERNOR OF DELTA STATE.

TITLE: Give Executive Order to the Value Charter Policy of the State Orientation Bureau to Amplify the Renewed Hope for MORE Agenda.

Your Excellency,

With the deepest sense of respect and civic responsibility, I, Comrade Wilson Macaulay on behalf of The Socioeconomic Network For Good Governance,( SONGG) a conglomeration of concerned citizens and development-minded stakeholders in Delta State, humbly write to draw your distinguished attention to a transformative governance initiative—the Value Charter—as unveiled by the Director-General of the Delta State Orientation and Communication Bureau, Dr. Fred Latimore Oghenesivbe.

Your Excellency, leadership in the 21st century is measured not only by infrastructural development and economic indices, but also by the trust, inclusivity, and value systems that underpin governance. The Value Charter
Policy represents a groundbreaking opportunity to institutionalize a people-centered governance culture, closing the persistent gaps between political appointees and the grassroots, while reinforcing the ethical foundation of public service in line with your celebrated MORE Agenda—Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.

Why the Value Charter Deserves an Executive Order

For decades, the distance—both literal and figurative—between public office holders and ordinary citizens has undermined participatory governance in our state. The Value Charter is designed to dissolve that distance, making governance more accessible, relatable, and accountable.

Proposed Structure for Implementation

Statewide Orientation Drive: The State Government should adequately Mobilize the Orientation Bureau to host town hall meetings in all 25 LGAs to present the Value Charter Policy and engage directly with citizens in an Executive dimension

Performance Metrics:
Integrate measurable citizen feedback systems into the program to assess responsiveness of political appointees.

Ethical Leadership Training: Mandate quarterly capacity-building workshops for public officers on value-based governance.

Grassroots Communication Cells: Establish community liaison units under the Bureau to ensure continuous, two-way communication between government and citizens.
